Sir: In view of the time that has elapsed since Mr. Olney’s note to you of the 22d ultimo in regard to the Mora claim, and having reference not only to your written reply of the 25th ultimo, but also to the confirmation thereof by the oral assurances given by you to the Secretary of State that a definite and satisfactory response would be made by His Majesty’s Government as soon as the text of Mr. Olney’s note of June 22 had been received at Madrid by mail, I have the honor to inquire whether you are in a position to make the important communication which is awaited by the President.
