Excellency: I have the honor, in connection with my note of the 18th instant concerning the proposed restrictions upon the traffic in [Page 1153] arms and ammunition in Samoa, to inclose for your information a copy of a note addressed to the German ambassador on the 25th instant,1 in relation to the reported endeavors of the municipal council at Apia “by the issuance of supplementary orders to restrict the right of search,” provided for by the ordinance of August 14, 1894.
