[Translation.]

Mr. Secretary of State: As you have perhaps already been informed by the U. S. consul at Apia, the president of the municipality there had declined to submit the statements prepared by him relative to the financial condition of the Samoan Government and the municipal district to the consuls of the three treaty powers. The British Government has consequently proposed that Baron Senfft von Pilsach be obliged by the three governments, through the agency of their consuls, to exhibit the statements in question. The Imperial Government has agreed to this proposition, arid has instructed me so to inform the U. S. Government, in the hope that it will send similar instructions to its consul at Apia.
