Mr. Terrell reports that the Turkish Government will relinquish the right of imprisoning returning Turkish subjects naturalized in the [Page 703] United States without the consent of the Sultan since 1869 and will confine the assertion of its rights to expel undesirable persons or classes of American citizens to such subjects.
