Mr. Gresham to Mr. Thompson.
Washington, October 25, 1893.
Mr. Gresham acknowledges Mr. Thompson’s telegram of the 24th, and remarks that recognition by the United States of the insurgents as belligerents would be an unfriendly act toward Brazil and a gratuitous demonstration of moral support to the rebellion, the insurgents having not, apparently, up to date established and maintained apolitical organization which would justify such recognition on the part of the United States. He instructs him to observe, until further advised, the attitude of an indifferent spectator, and communicates to him the President’s expectation that he will transmit to the Department all information bearing on events transpiring at Rio de Janeiro and other ports of Brazil and espouse the cause of neither side.
