Mr. Thompson reports the efforts of Admiral Mello, commander of the revolting squadron, for the formation of a government at Catharina and his renewed threat to bombard Rio de Janeiro, founded on the alleged manufacturing of torpedoes at the Government arsenal; also a rumor to the effect that Rio de Janeiro will be declared under blockade.
