Mr. Secretary: Mr. Mariscal, secretary of foreign relations of the United States of Mexico, advises me last night by cable instructing me to inform the Government of the United States of America that although the Mexican consul at El Paso, Tex., gave timely information [Page 469] to the authorities of Texas of the assemblage of highwaymen on the territory of the United States of America, 65 men, headed by one Lujan, assembled at San Elizario, Tex., and invaded the territory of Mexico, which fact causes the Mexican Government to fear that there exists among those authorities indifference or dissimulation.
