My Dear Mr. Romero: I am in receipt of a letter from the Secretary of War, of the 9th instant, confirming a telegram from Brig. Gen. Frank Wheaton, commanding the Department of Texas, dated the 5th instant, wherein it is stated that Maj. Keyes, in command of Fort Ringgold, reports the arrest of Justo Yela, Anciano Sanchez, Felipe Trevino, and Sesstores Lemon, the two first being San Ignacio men, and the last two Garza men.
