Sir: Referring to your No. 34, of the 22d ultimo, you are instructed to request Lord Rosebery to permit the new British consul-general at Sofia to continue the good offices heretofore so courteously and efficiently extended in behalf of our citizens in Bulgaria by Mr. Nicolas Roderick O’Oonor.

The Department has advised our minister at Constantinople of this instruction.
