Sir: I have the honor to acknowledge receipt of your cipher telegram of the 27th inst. Upon receiving your telegram I at once, on the 29th instant, proceeded to Rio de Janeiro, and as the result of an interview with the minister of foreigh affairs, in which I presented the matter as forcibly as I could, he promised to submit the question to a cabinet meeting to be held the same afternoon, press its favorable solution, and telegraph me the decision in the evening, which he did, saying:

Cipher communications will he reestablished between the United States of America, this capital, and the States of the North.

I have to-day addressed the minister a note asking that Santos be included in the permitted list, presuming its omission was an oversight.
