Mr. Gresham to Mr. Egan.

Mr. Gresham declares that Mr. Egan is not authorized to protect Chileans against police officers whose duty it is to arrest them for violation of the laws of their country, which his telegrams, as read at the Department, show that he is doing. He instructs him to cease sheltering [Page 220] them if the Chilean Government demands the refugees on a criminal charge, and if such charge was pending against them before they engaged in the disturbance of the 8th, or in insurrection.
