Sir: I herewith inclose a check from the mayor of Norfolk, Va., dated May 2, 1892, No. 59264, on the Marine Bank of New York City, for $167.49, the proceeds of which are to be applied to the relief of the Russian sufferers, as follows: One-half to the British-American Church, three-tenths to the Jewish Society, and two-tenths to Count Tolstoi.

You will immediately draw upon the Secretary of State for this amount, and disburse it as above indicated.
