My Dear Mr. Foster: I notified by cable to his excellency the minister of foreign affairs the contents of yours of the 18th instant, and also the note of the Acting Secretary of the Navy.

In answer, his excellency cablegrams as follows:

“Willingly accepting courteous invitation I now order that the royal cruiser ‘Bausan’ be at New York in the beginning of October.”
