Sir: I am instructed to convey to you the recognition and high appreciation of Her Majesty the Queen, and of her Government, of the official courtesies tendered on the occasion of the obsequies of Hon. H. A. P. Carter, Her Majesty’s late minister plenipotentiary and envoy extraordinary.
Permit me, Mr. Secretary, to add my personal appreciation also of the official respect shown to the memory of my late distinguished friend.
