Mr. Secretary: I have the honor to inform you that Señor Mariscal, secretary of foreign affairs of the United Mexican States, has advised me, under date of the 22d of November last, that in virtue of an agreement with the Government of the United States, the Government [Page 618] of Mexico has named Engineer Don Felipe Zavalza as a commissioner to associate himself with Engineer Don Ignacio Garfias, to confer with Major of Engineers of the United States, Mr. Oswald H. Ernst, commissioned by your Government, on the technical question raised by the construction of works on the Bio Bravo del Norte, and that by later dispatches which I have received from Paso del Norte I learn that the two Mexican engineers and the United States engineer are in that city.
