Sir: Referring to your No. 113, communicating the text of the protocol signed between General Iglesias and the Chilian, Señor Novoa, leading to a definitive treaty of peace, I inclose for your information a copy of an instruction (No. 8) to Mr. Phelps, our minister at Lima, on the subject.^*
