Sir: The dragoman of the legation reports this morning that the minister of the interior, who has charge of the business of the petroleum concession, promises to order the prefect of the city to return to the status quo ante. The formality waited for is a note to the grand vizier to that effect from the minister of foreign affairs.* * * I have directed the dragoman to wait upon the minister of foreign affairs, lest, in the multitude of pressing demands that beset him, his highness may forget to write the note.
