Sir: Your dispatch No. 222, of the 23d ultimo, has been received. It relates to the appointment of a delegate on the part of the United, States to confer with similar persons appointed by the Government of Turkey for the revision of the tariff between the two countries.
As it is of the utmost importance that no time be lost in bringing the tariff relations between Turkey and the United States into definite shape and avoiding for the future the late cause of complaint, this Government will interpose no obstacle to the proposed negotiation. Mr. Heap may be designated, as suggested, to represent this Government in the matter, and if the 8 per cent, limit commends itself to the larger commercial powers, the United States have no objection to it. Any result reached in the negotiation must, however, be ad referendum, as this Department reserves the right to consider before signing.
