Sir: I have to acknowledge the receipt of your No. 219, of the 19th ultimo, relative to the tariff between the United States and Turkey, and to approve your protest to the Government of the Porte upon the subject.

Our treaty of 1862 must be adhered to, subject to the question as to the date when the denunciation becomes effective under the treaty itself, as considered in a late instruction addressed to you, and the negotiation for a new tariff proposed by the Porte cannot prejudice the validity of your protest or affect our rights thereunder.
