Mr. Logan to Mr. Frelinghuysen.

Mr. Logan says that Iglesias has signed the treaty according to the bases already announced. Chili will yield the north of Peru at once, and keep an army in the center. Montero remains in possession of the south only. Peace will follow if the United States Government recognizes Iglesias. If this is not done, however, serious complications will ensue and peace will certainly be postponed.
