Mr. Romero to Mr. Frelinghuysen.

Mr. Secretary: Referring to the communications which have been addressed by this legation to your Department in relation to inroads into the territory of Mexico by Apache Indians from the San Carlos Reservation in Arizona Territory [see Foreign Relations for 1882, I have the honor to send you a copy of certain extracts from a communication addressed to me on the 15th instant by the Mexican consul at Tombstone, Ariz., whereby he informs me that the Apaches are leaving said reservation, either singly or in parties of two, three, and four at a time, for the purpose of making raids in the State of Sonora.

Begging you, Mr. Secretary, to be pleased to urge that orders be issued to prevent the Apaches from leaving their reservation, inasmuch as they have, in time past, been such a scourge to the Mexican States of Sonora and Chihuahua,

Mr. Dias Prieto to Mr. Romero.

I have the honor to inform you that the Apaches continue to leave the San Carlos Reservation for the State of Sonora one by one, two by two, and even in parties of four. These Indians have recently appeared in considerable numbers in that State and have committed various outrages* * * very near the aforesaid reservation, without any measures having been taken to restrain them.
