Sir: Your dispatch No. 635, of the 30th ultimo, in relation to General Frémont’s proposed plan of locating certain tribes of American and Mexican Indians in Lower California, has been received.
The Department is not prepared to take up and advocate General Frémont’s suggestion as a matter of international policy, but it would be much pleased to have the views of the Mexican Government thereon, in the hope that, through agreement of independent opinions, an eventual solution may be indicated for the Indian problem.
