Sir: I have to acknowledge the receipt of your No. 73 of the 18th ultimo, touching the supposed shipments of sugar from China to the Hawaiian Islands, and thence to the United States, duty free. I desire to compliment and to thank you for the very full and ample report which you have submitted upon the subject.
A copy of your dispatch has been communicated to Mr. Consul Mosby at Hong-Kong, and copies of the entire correspondence sent to the Secretary of the Treasury, for his information.
