I had an interview with Montero. He is desirous of peace; preliminary to the negotiations he asks that Government of Chili recognize the provisional government, and grant armistice, allowing the meeting of Congress. Have urged compliance upon the Government of Chili. Still waiting reply. I consider it important that I should be in Washington before the negotiations are opened.
