Sir: Referring to the last interview I had the
honor to have with your excellency, I beg to present herewith a project
of convention between the United States of America and the United States
of Venezuela for the distribution of the monthly payments to be made by
the latter into the legation of the first at the city of Caracas.
I hope that it will meet your approval, and beg your excellency to
appoint a day, at your earliest convenience, to discuss, and, if
possible, conclude the subject.
I take advantage of this opportunity to renew to your excellency the
assurance of my highest consideration.

The United States of Venezuela and the United States of America being
equally desirous of facilitating the distribution of the monthly
payments that the Government of Venezuela is making to its foreign
creditors, have agreed to celebrate a convention for such purpose,
and, therefore, the Secretary of State of the United States of
America and. Simon Camacho, chargé d’affaires of the United States
of Venezuela, have agreed upon the following articles:
- First. The Government of the United States of Venezuela
will pay monthly into the legation of the United States of
America, at the city of Caracas, a sum equal to the 13 per
cent, of the forty units of its customs receipts.
- Second. The United States of Venezuela agree to augment
the monthly payments, which are now estimated to amount to
960,000 bolivars, to 1,040,000 bolivars per annum, paying
the difference between the aforesaid sums on the 31st day of
December of each year.
- Third. The United States of America, through their
legation in Caracas, will receive the monthly payments made
by the Government of Venezuela, and the difference referred
to in the precedent article, and will distribute them among
the foreign creditors of Venezuela, that is to say, Denmark,
France, Germany, Great Britain, Holland, Spain, and the
United States of America, pro rata, at the present rate of
distribution, or such other as may be established.
- Fourth. The two contracting parties mutually agree to
severally exert their good offices and friendly influence to
have this convention accepted and ratified by the aforesaid
creditors of Venezuela.
