Sir: I have the honor to inclose to you copy and translation of the circular letter of Mr. Galvez, secretary of foreign relations of Peru, dated yesterday, stating the installation of Congress, and the law passed [Page 921] continuing Mr. Calderon as President until the people shall elect another, &c., of which I have acknowledged the receipt.

A quorum of Congress was obtained, but I think there is room for doubt whether the means adopted to get some of the members here were strictly regular.

Sir: I have the honor to bring to the knowledge of your excellency that the national Congress having been installed yesterday in the town of Chorillos, it has enacted a law by which the powers conferred by the people upon His Excellency Francisco Garcia Calderon as President of the republic are confirmed and continued, according to the political constitution of 1860, until some other citizen shall be elected by the people to replace him.

Craving your excellency to inform the Government of the United States of these facts, it is grateful to me to reiterate to your excellency the assurance of my high consideration.
