Say to Mexican Government that the President very earnestly requests that any contemplated hostilities against Guatemala may be suspended at least until the views of this government can be fully communicated.
Instructions are now mailed, and United States tenders its good offices in the interest of peace.
You will co-operate with Doctor Herrera, Guatemalan minister, in all wise steps looking to peace and friendly adjustment of all troubles.
