Mr. Outrey to Mr. Evarts.

[Translation.]

Mr. Secretary of State: The minister of foreign affairs telegraphs to me that the Submarine Cable Company, whose line connects France with the United States, asks to be authorized to make with the English company arrangements which would constitute a kind of fusion. Before adopting a decision my government would be glad to know what are the intentions of the Government of the United States. I should, therefore, be greatly obliged to you, Mr. Secretary of State, if you would have the kindness to let me know what are your views on this subject, and to inform me how you will receive a similar request when it shall be presented to you.
