Mr. Outrey to Mr. Evarts.

[Translation.]

Mr. Secretary of State: Now that diplomatic relations are about to be re-established between the French Republic and Mexico, my government instructs me to convey to that of the United States the expression of its gratitude for the good offices which its officers have constantly rendered to our citizens, during the absence of a French diplomatic representative at the city of Mexico.

In the communication which he has addressed to me on this subject, the minister of foreign affairs takes pleasure in stating that the service rendered by the United States has been such as was to be expected from a nation to which we are connected by the ties of a friendship which has existed without interruption for a century, and he does not doubt that the remembrance which France will retain of that service will result in drawing still closer the bonds of sympathy between the two countries and the two governments.
