No. 266.
Mr. Morton to Mr. Blaine.

[Telegram.]

Just had long interview at my house with Mr. Gambetta. He says, although microscopic bill withdrawn, parliamentary commission still [Page 438] exists, and majority of said commission favors retention of decree, but says if United States agree to cause governmental inspection of salted meats for export, with necessary sanitary regulations, and communicate same to him, he has reason to believe it will weaken the present opposition in the Chambers to withdrawal of decree and secure favorable report from parliamentary commission. I believe some such assurance necessary to secure revocation.

MORTON.
