French Government originally intended to admit only on sea, but now agrees that all loaded on ships before date of decree (when this fact is well established) will be admitted, subject to inspection, with as little delay as careful examination permits. Prospects for early revocation of decree not very favorable, as reports of inspectors are very damaging. French Government had your dispatch before I did.
