Sir: I have received the copy of the Case with your accompanying letter of yesterday. The President approves of your presentation of the Case, and you are instructed to present it and the seven accompanying volumes at Geneva, in the manner required by the Treaty, as the Case of the United States, and the documents, official correspondence, and other evidence on which they rely.
