The subject of providing competent interpreters for the consulates has often been urged upon the attention of the Department and Congress. I content myself, therefore, with the remark that the more I examine into the question the more thoroughly am I convinced of the great necessity of adequate provision being made by Congress to supply this deficiency, both for the dignity and influence of the Government and the advancement of our commercial interests in China.
