Sir As the best method of complying with the orders of my Government in relation to services rendered to the United States ship of war Guerriere by officers of the Italian navy, I have the honor to inclose you copies of a recent instruction on that subject from the Secretary of State of the United States, and of a communication from the Secretary of the Navy to the State Department.
