My Dear Baron: For your information and use, I
inclose a copy of a cable dispatch from Mr. Washburne of this date,
stating the position of France as to the declaration of Paris.

Mr. Washburne to Mr. Fish.
Official notice that France, in present war, adheres to the
declaration of Paris, as well in regard to United States as other
powers, especially Prussian property in American bottoms, respected
unless contraband, and American property respected in Prussian
bottoms.
