Sir: I had the honor to receive your communication of the 5th instant, respecting alleged hostile expeditions supposed to be fitting out within the jurisdiction of the United States, with the object of violating the territory of a friendly power, and herewith inclose a copy of the instructions which I have issued to the district attorney and [Page 639] marshal at New Orleans, in the premises. The papers which accompanied your letter are herewith returned, as requested.
