Sir: I have received your dispatch of the 12th of August, No. 171. I entirely approve of the letter which, on the 7th of August, you addressed to the Mexican minister for foreign affairs on the subject of the recent ill treatment of citizens of the United States at Monterey, by the authorities of that place.

The prompt and just reply of Mr. Azpiroz is satisfactory at the present stage of the proceeding. The development will be awaited with much interest.
