Sir: I have to acknowledge the receipt of Mr. Otterbourg’s despatch No. 5, dated 9th of this month. His promise to take under his protection, at the request of Mr. Curtopassi, charge d’ affaires of Italy, subjects of his Majesty the King of Italy, resident in Mexico, is approved.
In complying with this promise of Mr. Otterbourg, you will be governed strictly by the instructions conveyed in despatch No. 11, of August 10th, from this department, addressed to Mr. Otterbourg.
