Sir: I have had the honor to receive your note of the 21st of July, 1865, transmitting to me, for the information of the government of the United States, [Page 638] a translation into English of the discussion which took place in the legislative body of France on the 8th of June, 1865, in relation to the affairs of Mexico, and of parts of the disposal of that discussion, which terminated on the 9th of the same month.
