Mr. Montagnie to Mr. Seward

No. 114.]

Sir: I have the honor to report that the ship which sailed yesterday from St. Nazaire to Vera Cruz carried four hundred soldiers for the so-called emperor of Mexico. One hundred and fifty were French; the rest belonged to the so-called “foreign legion.”

I have the honor, sir, to remain, very respectfully, your obedient servant,

JOHN DE LA MONTAGNIÉ, Consul.

Hon. William H. Seward, Secretary of State.
