Sir: I have received your despatch of the 18th of October, No. 186, in which you give me the substance of a conversation held between yourself and [Page 423] Mr. Drouyn de Lhuys on the 17th ultimo, upon the subject of the re-enforcement of the French army in Mexico by recruiting troops in Egypt.
You are instructed to say to Mr. Drouyn de Lhuys that the disposition of this matter by the Emperor’s government is received with sincere satisfaction by the government of the United States.
