Sir: Your despatch of the 6th instant, No. 136, with two enclosures, relative to the alleged infringements of neutrality in favor of the insurgents on the Rio Grande, in the case of the steamer Ark, and that of the delivery up of southern deserters to the insurgents, has been received, and will engage attention.
