Sir: Your despatch of the 13th of December, No. 9, has been received. Count Manderstrom must have been misinformed. Russia has not directed Mr. Stoeckl to leave his mission here to perform a duty in another quarter—such as the court supposes. The United States acknowledge with pleasure the relations of cordial friendship existing between themselves and Russia. But this friendship is neither more intimate nor more cordial than that which the United States desire to preserve with Sweden. They would deeply regret any occurrence that should show that this desire is not reciprocated on the part of Sweden.
