Sir: Your despatch of the 7th of March last, No. 100, with its accompanying copies of a correspondence in the case of Mr. Mills, who appears to have rented a house in Tangchan, thereby exceeding the privileges accorded to foreigners by the treaty, has been received, and your proceedings in the matter are approved.
