Sir: I have to acknowledge the receipt of despatch No. 556, from the late William L. Dayton, esq., relative to the arrangiment made by an agent of the insurgents with the house of Silvee & Co., of London, to furnish the insurgents a quantity of insulated telegraphic wire, to he used in exploding torpedoes and vessels filled with powder under United States ships-of-war.
