Mr. Harvey to Mr. Seward.
Sir: In addition to the papers already communicated, Having relation to my recent correspondence with the Duke de Soulé, in regard to certain threatened depredatory expeditions of the insurgents, I received another note from him yesterday, of which a copy in translation is transmitted with the present despatch.
The unusual zeal and energy exhihited on this occasion have excited comment proportionate to the general surprise, but have been accepted by me as being nothing more than a desire on the part of his Majesty’s government to act uprightly and effectively.
