Sir: Immediately upon the reception of your despatch, No. 451, I called the attention of Mr. Drouyn de l’Huys to the fact of the imprisonment of J. H. Mansfield, consul at Tobasco, and asked the reasons therefor. He said that he was not at all in possession of the facts, nor did he know the grounds of his imprisonment, but he would make a memorandum of the case, and give me the necessary information at an early day.
