Sir: I have the honor to acknowledge the receipt of your note of the 5–17th ultimo, communicating to me a copy of a new regulation concerning merchant vessels of all nations which may arrive at Cronstadt, and informing me that [Page 301] this special law is intended for the benefit of the municipal revenues of Cronstadt, for the cleansing of vessels.

I have the honor to inform you that in compliance with your request I have ordered the publication of the regulation.

Thanking you for the information thus imparted, I beg you to accept, sir, a renewed assurance of my high consideration.
