30. Editorial Note

During a 5:15 p.m. telephone conversation on April 28, 1965, between President Johnson and Mann (see footnote 3, Document 28), President Johnson also asked Mann “to be sure we are right on our predictions.” Furthermore, the President said he “[didnʼt] want the rebels to win; he had just about lived down the Bay of Pigs and he [didnʼt] want Mr. Mann to get him involved in another spot like that.” (Johnson Library, Papers of Thomas C.
