The President is concerned about the growing Cuban presence on Grenada and believes it is urgent and important that we move to focus international press attention on this development. You should prepare for consideration at an early SCC meeting a program designed to carry out the President’s request. This program should be available by May 11.2 (S)

On May 14, Turner sent a memorandum to Brzezinski that reported that CIA had placed articles about the Cuban presence in Grenada in newspapers in [text not declassified] Turner also stated that the Agency was preparing a “detailed political action program” that would provide support to political and labor opposition in Grenada, pressure the PRG to hold elections, counter Cuban influence in the Caribbean, and discourage other Caribbean leftists.
